MOSCOW, Dec. 18 (Xinhua) -- Russian law enforcement has thwarted a planned terrorist attack in the city of Volgodonsk in Russia's Rostov Region, the Federal Security Service (FSB) said in a statement on Thursday.
The attack, allegedly plotted by Ukrainian special services, was intended to target areas near the city's administration building, according to the statement.
The FSB said that a Russian student at a regional college, born in 2009, was detained in the city center after the discovery of a backpack containing an improvised explosive device. The suspect had been instructed to deliver it to an official at the entrance of the administration building after retrieving it from a cache on the outskirts of the city.
Further investigation is underway, and a procedural decision is being prepared, the statement said. Enditem
