Let me begin by warmly welcoming all of you to the 2018 New Year Reception of the Chinese Foreign Ministry. It is a real delight to see so many friends, both old and new, on this joyful occasion where we will together look back at the past year and look forward to the new one. 

一年來，各位使節(jié)、代表為中外友好合作深入推進(jìn)作出了重要貢獻(xiàn)，國內(nèi)各部門、各地方為外交工作順利開展提供了寶貴支持。在此，我謹(jǐn)代表外交部，向大家致以誠摯的敬意和衷心的感謝！

Over the past year, Your Excellencies have contributed enormously to China's growing friendship and cooperation with the rest of the world, while other Chinese government departments and local authorities have also given us valuable support for China's diplomatic activities. On behalf of the Foreign Ministry, I wish to salute and thank all of you for your good efforts. 

2017年，世界經(jīng)歷了動(dòng)蕩與變革的洗禮，也孕育了和平與增長(zhǎng)的希望。各方對(duì)世界安全與穩(wěn)定的憧憬更加強(qiáng)烈，對(duì)合作與發(fā)展的期盼也更加迫切。

The year 2017 saw a renewed hope for world peace and growth amid volatility and transformation. There is a growing call for a world of greater security and stability achieved through cooperation and development.

2017年，中國召開了中國共產(chǎn)黨第十九次全國代表大會(huì)，宣告中國特色社會(huì)主義進(jìn)入新時(shí)代，提出外交工作推動(dòng)構(gòu)建新型國際關(guān)系、推動(dòng)構(gòu)建人類命運(yùn)共同體的總目標(biāo)，描繪了分兩步走全面建設(shè)社會(huì)主義現(xiàn)代化國家的宏偉藍(lán)圖，展現(xiàn)出同世界各國共同創(chuàng)造人類美好未來的堅(jiān)定信念。

The year 2017 also witnessed the 19th National Congress of the Communist Party of China, which marked a new era in socialism with Chinese characteristics. At this Congress, a general goal was set for China's diplomacy - to foster a new type of international relations and to build a community with a shared future for mankind; a two-stage blueprint for a modern socialist China was drawn up; and China's commitment to working with other countries for a bright future was fully demonstrated. 

過去一年里，在以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，中國外交適應(yīng)國家發(fā)展新要求，順應(yīng)國際形勢(shì)新變化，為實(shí)現(xiàn)中華民族偉大復(fù)興的中國夢(mèng)擔(dān)當(dāng)盡責(zé)，為推動(dòng)人類持久和平與普遍繁榮的世界夢(mèng)開拓進(jìn)取，取得一系列新的重要成就。

Over the last year, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China has made new progress on the diplomatic front. We have adapted to new development challenges at home and to an evolving global landscape. With a strong sense of mission, we have served the Chinese dream of national rejuvenation. In a pioneering spirit, we have contributed to the world dream of lasting peace and shared prosperity.

我們匯聚了共建“一帶一路”的更大合力。首屆“一帶一路”國際合作高峰論壇成功舉行，達(dá)成270多項(xiàng)合作成果，推動(dòng)一批重大合作項(xiàng)目落地，形成全球共建“一帶一路”的強(qiáng)勁勢(shì)頭。“一帶一路”已成為當(dāng)今世界規(guī)模最大的國際合作平臺(tái)和最受歡迎的國際公共產(chǎn)品。

We have forged greater synergy for the Belt and Road Initiative. The first Belt and Road Forum for International Cooperation yielded over 270 outcomes and facilitated a number of major cooperation projects, creating a strong momentum of extensive participation from around the world. Today, the Belt and Road has become the biggest platform for international cooperation and a most welcomed international public good.

我們堅(jiān)持了全球化的正確方向。從達(dá)沃斯到日內(nèi)瓦，從漢堡到峴港，習(xí)近平主席面向世界提出推進(jìn)經(jīng)濟(jì)全球化再平衡、共建人類命運(yùn)共同體的中國理念，闡述構(gòu)建開放型世界經(jīng)濟(jì)、推動(dòng)亞太經(jīng)濟(jì)一體化的中國倡議，為國際社會(huì)注入強(qiáng)勁信心和正能量。

We have made great efforts to steer globalization in the right direction. On various occasions from Davos to Geneva, and from Hamburg to Da Nang, President Xi Jinping presented to the world China's vision of greater balance in economic globalization and of a community with a shared future for mankind. He also elaborated on China's proposals for an open world economy and for greater economic integration in the Asia Pacific. Those remarks instilled confidence and positive energy into the international community. 

我們拓寬了國與國交往的共贏路徑。我國同美、俄、歐等大國的協(xié)調(diào)與合作取得新進(jìn)展，同周邊國家互信合作進(jìn)一步加強(qiáng)，同廣大發(fā)展中國家伙伴關(guān)系的“含金量”得到新提升。“對(duì)話不對(duì)抗、結(jié)伴不結(jié)盟”的理念深入人心，國與國交往的新路越走越寬。

We have explored more avenues to advance our mutually beneficial relations with other countries. New progress has been made in our coordination and cooperation with other major countries like the United States and Russia and with Europe. Our mutual trust and cooperation with our neighbors has been strengthened, and more substance has been added to our partnerships with other developing countries. China's preference for dialogue and partnership over confrontation and alliance has created greater resonance, which opens up exciting possibilities for this new approach to state-to-state relations. 

我們開創(chuàng)了金磚合作的嶄新模式。金磚國家領(lǐng)導(dǎo)人廈門會(huì)晤成功召開，決定發(fā)展更緊密、更廣泛、更全面的金磚戰(zhàn)略伙伴關(guān)系，打造金磚合作升級(jí)版，開啟“金磚+”模式，推動(dòng)金磚合作成為具有全球影響的南南合作新平臺(tái)。

We have initiated a new model for BRICS cooperation. At their Summit in Xiamen, BRICS leaders decided to forge a closer, broader and more comprehensive strategic partnership and to further upgrade BRICS cooperation. The new "BRICS plus" approach adopted at the Summit will turn BRICS into a new platform for South-South cooperation with global influence.

Ladies and Gentlemen, Friends,

120年前，面對(duì)一個(gè)積貧積弱、內(nèi)憂外患的中國，一批仁人志士發(fā)動(dòng)“戊戌變法”，試圖找到一條民族復(fù)興、國家富強(qiáng)的道路，最終卻以失敗告終。今天，中國不僅已經(jīng)找到了中國特色社會(huì)主義這條正確的道路，而且迎來了從站起來、富起來到強(qiáng)起來的偉大飛躍，不僅深刻改變了中國的面貌，也為世界和平與發(fā)展提供了新的機(jī)遇。

One hundred and twenty years ago, in a China that was poor and weak from domestic turmoil and foreign aggression, some dedicated patriots pushed for a "Hundred Days' Reform". They tried but eventually failed to find a way to national rejuvenation and prosperity. Today, 120 years on, China has not only found its path of socialism with Chinese characteristics but also achieved a remarkable transformation - it has stood up, grown rich and is becoming strong. A sea change has taken place in China, which represents new opportunities for the peace and development of the world.

2018年是中國改革開放40周年和中國共產(chǎn)黨十九大之后的開局之年。我們將以習(xí)近平新時(shí)代中國特色社會(huì)主義思想為指引，堅(jiān)持走和平發(fā)展道路，奮力譜寫中國特色大國外交新篇章。

The year 2018 marks the 40th anniversary of China's reform and opening-up policy and the first year following the 19th CPC National Congress. We will follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, stay committed to peaceful development and make new progress in major country diplomacy with Chinese characteristics. 

我們期待，2018年的世界多一些開放、少一些封閉。世界經(jīng)濟(jì)新一輪增長(zhǎng)的萌芽需要各國共同呵護(hù)。中國改革開放40年來的經(jīng)驗(yàn)表明，向世界敞開胸懷是實(shí)現(xiàn)發(fā)展繁榮的必由之路。我們將堅(jiān)持對(duì)外開放的基本國策，堅(jiān)持互利共贏的開放戰(zhàn)略。積極參與全球治理體系改革和建設(shè)，推動(dòng)經(jīng)濟(jì)全球化朝著更加開放、包容、普惠、平衡、共贏方向發(fā)展。深入推進(jìn)“一帶一路”建設(shè)，落實(shí)首屆高峰論壇成果，啟動(dòng)籌備第二屆高峰論壇，推動(dòng)形成全面開放新格局。辦好博鰲亞洲論壇、上海合作組織峰會(huì)、中非合作論壇峰會(huì)和中國國際進(jìn)口博覽會(huì)等主場(chǎng)外交活動(dòng)，助推開放發(fā)展的時(shí)代潮流。

In 2018, we look forward to a world of greater openness and less isolation. The green shoots in the new round of global growth must be nurtured by all countries. What China has learnt in its 40 years of reform and opening up is that prosperity only comes to those who embrace the world with open arms. China will remain committed to opening up as a fundamental policy and a mutually beneficial strategy. We will stay actively engaged in reforming and developing the global governance system to make economic globalization more open, inclusive and balanced so that its benefits can be shared by all. We will work on the Belt and Road Initiative by implementing deliverables of the first Forum and starting preparations for the second one. This way, we can break new ground in opening up. We will host a number of events like the annual conference of the Boao Forum for Asia, the Summit of the Shanghai Cooperation Organization, the Summit of the Forum on China-Africa Cooperation, and the China International Import Expo to add momentum to the trend of openness and development. 

我們期待，2018年的世界多一些合作、少一些摩擦。我們將擴(kuò)展深化全球伙伴關(guān)系網(wǎng)絡(luò)，積極構(gòu)建總體穩(wěn)定、均衡發(fā)展的大國關(guān)系框架。踐行親誠惠容理念深化同周邊國家關(guān)系，合作上做加法，問題上做減法，共同建設(shè)亞洲命運(yùn)共同體。秉持正確義利觀加強(qiáng)同廣大發(fā)展中國家團(tuán)結(jié)合作，為中非、中拉、中阿合作機(jī)制注入新的時(shí)代內(nèi)涵，打造新型國際關(guān)系的樣板。

In 2018, we look forward to a world of more cooperation and less friction. China will expand its global network of partnerships and build a framework for major country relations featuring overall stability and balanced development. With regard to our relations with neighbors, we will follow the principles of amity, sincerity, mutual benefit and inclusiveness. We will broaden cooperation and narrow differences with them to jointly build a community of shared future in Asia. We will uphold justice while pursuing shared interests for greater solidarity and cooperation with other developing countries. We will add new dimensions to our cooperation mechanisms with Africa, Latin America and the Caribbean, and Arab countries to keep the mechanisms vibrant in changing circumstances. Such efforts will enable us to set an example for a new type of international relations. 

我們期待，2018年的世界多一些信任、少一些隔閡。面對(duì)紛繁復(fù)雜的國際形勢(shì)，各國應(yīng)增進(jìn)互信，減少猜忌，以政治手段解決持續(xù)多年的熱點(diǎn)難點(diǎn)問題，攜手爭(zhēng)取多贏共贏的光明前景。當(dāng)前，朝鮮半島局勢(shì)呈現(xiàn)緩和勢(shì)頭。各方應(yīng)抓住機(jī)遇，多釋放對(duì)話談判的誠意，多做有利于良性互動(dòng)的善舉。作為各方可以信賴的伙伴，中國將堅(jiān)持國家不分大小、強(qiáng)弱、貧富一律平等，堅(jiān)持以對(duì)話解決爭(zhēng)端、以協(xié)商化解分歧，堅(jiān)持政治解決地區(qū)熱點(diǎn)問題并為此發(fā)揮建設(shè)性作用。我們真誠希望，對(duì)話協(xié)商、同舟共濟(jì)能夠成為未來世界的主旋律。

In 2018, we look forward to a world of more trust and less estrangement. To navigate the complicated international landscape, countries need to have more mutual trust and less suspicion. Efforts must be made to find political solutions to long-running hotspots and thorny issues and bring about outcomes that will benefit all parties. The current momentum of easing tensions on the Korean Peninsula presents all parties with an opportunity to demonstrate greater sincerity for dialogue and negotiation and to facilitate more good interactions. To put it more broadly, as a partner that all sides can count on, China will continue to uphold the equality of countries, regardless of their size, strength and wealth, stand for dialogue and consultation as the only approach to disputes and differences, support political settlement to regional hotspots and act constructively to that end. It is our sincere hope that dialogue and cooperation will prevail in our world. 

中國仍然是世界上最大的發(fā)展中國家，服務(wù)國家發(fā)展始終是中國外交的中心任務(wù)。我們將堅(jiān)定貫徹新發(fā)展理念，以“新時(shí)代的中國”為主題，辦好更多地方省區(qū)市全球推介活動(dòng)，全力服務(wù)京津冀協(xié)同發(fā)展、雄安新區(qū)規(guī)劃建設(shè)以及2022年冬奧會(huì)，探索構(gòu)建海外中國平安體系，有效維護(hù)我國海外合法權(quán)益。

Given the fact that China is still the world's largest developing country, serving development at home has therefore remained the top priority in China's diplomatic agenda. We will act upon the new development philosophy, present Chinese provinces, regions and cities to the world under the theme of "China in the New Era", and serve the coordinated development of the Beijing-Tianjin-Hebei region, the planning and development of the Xiongan New Area and the 2022 Winter Olympics. We will explore a mechanism for protecting the safety and security of Chinese nationals abroad to effectively safeguard our legitimate rights and interests.

世界許多民族都有迎接新春的傳統(tǒng)，迎春迎的是對(duì)美好未來的希望，迎的是對(duì)安寧富足生活的夢(mèng)想。新的一年，我們期待與各位使節(jié)、代表和朋友保持良好溝通與合作，同各有關(guān)部門、地方加強(qiáng)相互支持與配合，推動(dòng)中國與世界各國的友好合作再上新臺(tái)階，更好造福中國人民和世界各國人民。

To celebrate the arrival of spring is a tradition shared by people of many ethnicities around the world. As we celebrate the forthcoming spring, we want to express our hope for a bright future of greater happiness and prosperity. In the new year, we look forward to continued communication and cooperation with you and to mutual support and coordination with other departments and local governments. Let us work together to take China's friendship and cooperation with other countries to a new level and bring more benefits to the Chinese and other peoples.
